This action is announced as "sheung" as the player drops the card. The further requirement is that you can only take a "dump card" for a straight if the player before you is dropping the card. You can take cards only IF you can assemble a straight/trio/quad with them. You can assemble your hand by taking cards that other players "dump" when they draw from the stack, but there are requirements. This app in particular can teach you how to assemble hands, but the basic gist is similar to assembling a poker hand - you want trios and quads of the same suit and number, OR a three card/same suit straight. As far as scoring goes, it's best to just look at the wiki page on how to assemble a hand that you can win with, then let the more experienced players count your score for you. You will learn faster by playing in a simulated setting rather than getting a course, since games played in real life can take a while, especially if people are not super familiar with the game already.
